Rudy Flores is a Real Estate Strategist and Realtor® with Coldwell Banker West. He works with the Patti & Jeff McKelvey Team. This site is about the island itself, so this page is about how Rudy helps you choose where on it to land.
Before he worked with home buyers and sellers, Rudy spent about 12 years in telecom real estate. His work was site acquisition: finding a spot for a cell site, negotiating the lease and taking it through permits with the city or county. Picking a home on Coronado starts with a similar question. How will you use this spot, day to day?
From Cell Sites to Island Addresses
On an island, the location of a home shapes your whole week. Coronado has three main ways on and off: the toll-free Coronado Bridge, the passenger ferry and the Silver Strand. Homes near the bridge approaches are convenient for a daily commute. Homes on the bay side sit near the ferry and the parks. Homes in the Cays are farther from the Village and closer to the Strand. Rudy starts with your trips, beach days and errands, then looks at floor plans.
The island also has its own set of rules. In April 2024, the city approved zoning changes tied to its state housing plan. Because Coronado has a Local Coastal Program, that plan also requires amendments to the program, which the California Coastal Commission reviews. The city keeps a register of historic resources that includes homes, apartment bungalows and commercial buildings. It also offers the Mills Act, a property tax reduction for owners who preserve designated ones.
Zoning and permit questions were a core part of Rudy’s telecom work, across more than a hundred cities and counties. On Coronado, that means he can help you shape a clear question for the city’s Planning & Zoning Division before you buy or plan a change. The city gives the answers, and licensed pros handle any design or legal work.

Questions about working with Rudy
Is Rudy a permit expediter or a contractor?
No. Rudy is a real estate agent. His permit experience helps him prepare you for a first talk with the city’s planning staff, and that’s where his role ends. Engineering, architecture and construction belong to licensed professionals.
Can Rudy help me think through a second home on Coronado?
Yes. A second home adds a few questions to the usual list. Short-term rental rules are set by the City and by homeowners associations, and they change, so get the current rules in writing before an offer. Your lender and tax advisor can explain how a second home fits your finances.
How can I get to know Rudy before we talk?
Watch the 15-minute interview on this page, posted in April 2026, where he talks about his background and how he approaches buying and selling. You can also see the listing and neighborhood videos he films and edits himself on YouTube at @RudyFloresPlata.
